You can't make an 'unhackable' password. Passwords would be stored somewhere along the lines, so if somebody were to hack the right part of the eShop, they could obtain passwords and other user details.
If you're looking for an unGUESSABLE password, the best idea is to use a combination of uppercase, lowercase, symbols and numbers and don't tell anybody what it is, and don't write it down anywhere either.

You shouldn't have to worry too much about 3DS Passwords because there isn't much hacking going on there, if any. But still, with all your passwords, mix it up & make it difficult.
