Trying to power a dock off of a powerbank... step up converter isn't doing it

I have a powerbank that puts out 5v 2a usb a or 5v 3a usb c and i tried to use a step-up module and calibrated it to convert 5v to 15v.

It dont work... i guess people will tell me its stupid but... what did i do wrong?

The dock only accepts 15v of electricity in usb type c. I only took engineering in High School (not my major :( ) but maybe your power bank can’t handle 15v no matter what you do. Try to use a 10v (or just buy a 15v power bank)

I turned it down to 10v but on load(plugged in), it goes down to 0.93v(output).
on a mains usb 5v 2a, it retains the voltage but still doesn't work
 
1.72v output after tuning it to 15v unpluged from the dock. (5v 2a input)
socket plug of same input holds when plugged in - but no success

Try using your multimeter on the switch ac adapter. May need to be exact.

That would be hard... im gonna use it on the dock's power connections, on the board.
