What do you mean by 4IV? I see people say this and I never understand what it means. I know IV stands for Individual Values and that's associated with the nature and their characteristics but what does it mean to have 4?

31 and 30 means the same thing, it means that Iv is perfect. When you look at the Swablu's Ivs, it only has 4 Ivs that are perfect. I hope that helps.
