Yeah. When you buy Wii U games digitally (via eShop), you get $5 codes depending on how many games you buy.

Only currency is locked. And you can't use EU codes (download or currency) on NA 3DSs.

Yeah but Canada and US use two different currencies and you can't change your country because of Nintendo Network IDs ._.

For this offer, yes. Once you have enough Play Coins, you can request 3DS game download codes which I can order straight from Nintendo's new online store. The download codes aren't currency so they'll work on your Canada 3DS.
