Are thing like shaking the 3ds for play coins and duping thing on acnl piracy and cheating. Also what i think of piracy is coping the games to make emulators. and is there a way to get play coins with out cheating?

I think you're talking about "cloning items". Cloning is possible in the game - http://3dspedia.com/how-to-clone-items-in-animal-crossing-new-leaf/ Making copies of files and sending it to friends/etc is a "no no",
