Best cheap capture card (no elgato)

I'm trying to get a capture card for my channel. BUT all the capture cards I search is Elgato or bad ones. So is there any capture cards out there that is good, cheap, and records at minimum 720 hd.

Well what type of capture card would you like? Would you want one for your pc or a specific system since some work better than others depending on the purpose?
