Hi guys,
I know this might seem like an unrealistic objective, but let's discuss what would be the best moveset, nature, ability, item, EVs and strategies for a Pikachu to be used in a competitive setting, based on its possible movesets in generation 6.
Here are a few examples. Tell me what you guys think !
Example 1 :
Item : Light Ball
Nature : Adamant
EVs : 252 Attack, 252 Speed, 4 HP.
Ability : Lightning rod
Moves :
Fake Out
Volt Tackle
Reversal/Brick Break
Quick attack
Strategy : Physical attacker.
This is basically an all-around Pikachu that could pretty much handle any pokemon that's slower than it. Fake out gives Pikachu free extra damage without costing it a turn, and it also prevents pokemon such as Golem and Aggron from using their 'Study' ability at full health. Brick Break can be used to destroy rock, ice, steel and normal types. Reversal is more tricky to use, because most opponent attacks will probably OHKO Pikachu, not allowing it to use Reversal at its full strength. However, if Pikachu manages to use Volt Tackle before using Reversal, then the recoil damage from this powerful electric move could serve to power up Reversal's base power up to 200 ! Quick attack is useful as a revenge-killing move against any weakened opponent as Pikachu switches in, and a good back-up priority move after Fake Out.
Lightning rod allows Pikachu to switch in on any electric type attack without taking damage. Hopefully, any previous ally handling the opposing pokemon caused it enough damage to allow the Fake Out + Quick Attack Combo to finish it.
Obviously I can't think of any other item for Pikachu other than Light Ball, because its stats are so weak without it. However, maybe giving Pikachu another item such as a Focus sash could really surprise an opponent, allowing a full-power Reversal at 1 remaining HP.
Example 2 :

Nature : Modest
EVs : 252 Special Attack, 252 Speed, 4 HP.
Ability : Lightning rod
Moves :
Thunderbolt/Thunder
Encore
Magnet rise
Grass knot / Signal Beam / Hidden Power Ice
Strategy : Special Attacker. Earthquake vs Magnet Rise and Encore.
This is trickier, because there aren't any priority moves here, and Pikachu could be easily outsped by any pokemon holding a Choice Scarf. This moveset has to be used with caution. It contains a few surprises that could take down ground types. Pikachu would most likely go first against ground types, allowing it to set up a Magnet rise, making the opponent's following Earthquake useless. At the following turn, as the opponent picks another type of move to finish off Pikachu, Pikachu can set up an encore, forcing the opponent to repeatedly use a useless Earthquake.
Grass Knot kills ground-rock types and ground-water types.
Hidden Power Ice covers, dragon-flying types, grass types and ground types.
Signal beam is super-effective against Grass, Dark and Psychic types.
Between thunderbold and thunder, thunderbolt is the less risky to use with 100% accuracy, but thunder packs more of a wallop.
