Best starter Pokèmon?

I'd say Torchic.

Of all time? I dunno, that's a tough one. So let's break it down like this!

By gen:

1. Bulbasaur - For the first like 3 or 4 gym leaders, he counters them. So it's a breeze, even with a low level Bulbasaur.
2. Cyndaquil - I love Cyndaquil! I love all Gen 2 starters but he's so cute!
3. Mudkip - It seems like I'm picking every type xD but still, I herd ya liek mudkipz?
4. Piplup - Come onnnn, it's Piplup! It's so adorable ^.^
5. Tepig - Emboar just makes me feel so powerful. I love evolving the tiny little pig into an Emboar.
6. Chespin - I love Chespin! I swear I didn't mean to have a pattern xD

...I chose two of each type. That was completely by accident lmao xD But yeah, those are my favorites!

I would generally go with charizard since it has two mega evolutions and its design as well as its moveset and when breeded to fit your idea makes a good powerful all round pokemon to put in your party to battle with.

Best starters for me by generation are:

1. Squirtle. I can understand the awesomeness of a fire-breathing dragon, but I've always been into turtles, and Blastoise is a tank. Plus Ash's squirtle in the anime has dem sweet shades. \></
2. All of them really. At one point or another, I've had experiences in the gen II games with all the starters and so I don't mind playing any one of them. My first ever choice was Totodile, but if I really had to choose, I'd pick Cyndaquil. He was my first PMD character and I loved him so much with his cute little shut eyes.
3. Treecko. He's such a cool little green gecko, and green's my favourite colour. I'll admit I initially didn't like Sceptile that much but I slowly accepted him, even more so now thanks to his Mega Evolution.
4. Chimchar. There's just something about the idea a fire monkey that I really enjoyed it. I named my first Chimchar "Bananafrit" due to the fact that monkeys love bananas and you can deep fry them. It's a good treat and I recommend you try it once if you haven't yet.
5. Snivy. I'll admit I did board the smug train when they were first revealed, but I really enjoy the way he smiles. I was quite disappointed by the name change, so I named my Snivy "Sir Smugington" and had him perform the stage plays in a gentleman's attire.
6. Fennekin. This is my first starter ever that I would rather keep as it's first evolution, Braixen. For some reason it reminds me of a sophisticated rich woman, but a fox. Had FNaF never been released, I would have named mine Foxy.

Piplup and Oshawott come a close second in their respective generations.

Kanto- Bulbasaur. I love the design for Ivysaur as well as the whole toxic, leech seed, protect combination. Overall, this is my favorite starter in general.
Johto- Cyndaquil because Quilava is the most adorable thing ever.
Hoenn- Tochic. The mega evolution for Blaziken is amazing, as if Blaziken wasn't already amazing.
Sinnoh- None. I didn't like any of these starters, sadly.
Unova- Snivy for all of the same reasons as Bulbasaur, except for the design.
Kalos- Fennekin. It is just too cute and then it becomes an amazing physic witch?

I think they are all good, that's why they are starter pokemon!
Though, I love Treecko, he is so strong, usually I don't like grass type pokemon but this one is fine.
I also like Waninoko (don't know the name in English, the crocodile) he is always my starter pokemon xD

Out of all the them, I would pick Torchic. Torchic has been my favorite for a while now because it's a cute little chicken. If I was a vegetarian, I'd definitely get a Torchic.

But since, I'm not, I'd choose Oshawott. I think Oshawott is so cute, and the cutest of all the Unova starters. Never liked Snivy.. or tepig.

I don't see how being a vegetarian has anything to do with Torchic.
But....
Now I'm just picturing this adorable trainer with her first Torchic. She's a vegetarian and so is the Torchic.
But, the Torchic was from a trade and named Drumstick.
She keeps it because Torchic. <3
But always feels compelled to explain whenever the Torchic's name comes up.

The best starter in all 6 gens is froakie because he evolves into a greninja he knows lots of good water and dark moves and he can only learn water shurkien.
