Request Brush Settings and Programs?

So I use Paint Tool SAI and Manga Studio 5.

I use SAI because of the coloring tools, I use Manga Studio because I like its pencils and its linework(ish).

Are there any programs that can beat these two???

I've heard people use Photoshop? Is that any good?

Oh and, are there any good animating software that don't cost my college fund?

Photoshop is really good, but quite pricy.

It's hard to beat because you can pretty much download any brushes, there's a LOT of resources available.

Animating, 2D or 3D?

Nah, it's a one time payment, you buy the software and that's it.

For 2D I can't help much, I only know Adobe Flash and it's not free either.

It depends, Paint tool Sai and Manga Studio are used for drawing. Idk how well Photoshop handles drawing >.<

As for animation tools, I wouldn't know. I've heard good things about Anime Studio, I would reccomend looking it up and seeing if it fits your criteria.

I have anime studio..

It's a little complicated but it's the best I got.. -_-
