I read that the Salac Berry can be obtained in ORAS from a secret base and I'm wondering if these stat increasing berries can be traded over from Pokemon Omega Ruby/Alpha Sapphire to Pokemon XY.

According to multiple sources (including Bulbapedia), berries exclusively obtained either by events or ORAS can be traded to XY since the data is all there.

Yes, Is like trying to catch a Deoxys and send them to XY

The Deoxys exists in XY, but you can't get it there

Also, the Salac Berry and most berries were intoduced in gen 3 and 4, soit makes sense that they exist in XY

And finally, you can get almost all berries in XY by Mutation

Pokemon not obtainable in a Pokemon game is always a given since they usually do events/splitting the games in two for trading in order to obtain them. If it wasn't possible to catch 'em all then it would detract from the overall core driving point of the franchise, exceptions being alternate formes.

But items are a different story; usually Game Freak expands upon the original Gen III engine's list of items for each generation while keeping older items around in case, but sometimes they remove certain items to either free up space or if it's no longer needed. (aka certain plot items/key items) Luckily berries are one of the few exceptions to this.

It was just an example, if the berry exists in ORAS, it should be in XY

Well, even the S.S. Anne Ticket is programed in the code lol
