What is a Counter (and what is not)?
A Pokémon "X"is a counter to Pokémon "Y" if, taking in account minimal hax, and both Pokémon at full HP, Pokémon "X" can switch into ANY move in the movepool of Pokémon "Y", Pokémon "X" only getting the minimun damage roll possible, and Pokémon "Y" getting always the max damage roll possible, and still, "X" beats "Y" in 1v1 100% of the time.

In this matchup, Sableye can switch into any of Kangaskhan moves, and beat him from there, while Kangaskhan can only switch out or do 0% damage.
In this case, SABLEYE IS A COUNTER TO MEGA KANGASKHAN.
Case 2:
Salamence @ Lum Berry
Ability: Intimidate
EVs: 252 Atk / 4 Def / 252 Spe
Naive Nature

Latios (M) @ Life Orb
Ability: Levitate

In this matchup, Latios does beat Salamence in a 1v1 situation, making it a Check (a Check is a Pokémon that can beat 100% of the time another Pokémon, but without switching into it, or switching in only a few scenarios), but is not a Counter.
Even tho Latios can switch in when Salamence is using Fire Blast or Earthquake, it can't switch in while Salamence is using Dragon Claw (it does 102% minimun) or Dragon Dance (it boosts, and the outspeeds and OHKOes).
In this case, LATIOS IS A CHECK TO SALAMENCE, BUT NOT A COUNTER.
Case 3:
Even tho Latios can switch in when Salamence is using Fire Blast or Earthquake, it can't switch in while Salamence is using Dragon Claw (it does 102% minimun) or Dragon Dance (it boosts, and the outspeeds and OHKOes).

If someone ever told you that Typhlosion is a counter to Mega Mawile (I'm pretty sure that Verlisify said that once) just because is a fire type, please tell them that they are really bad at Pokémon, and should maybe try something else... like competitive Tomodachi Life (Yes Verlisify, I'm talking to you)
First, Mega Mawile's move that does the less to Typhlosion is Iron Head, which does 50.8 - 59.9%, Play Rough does 56.9 - 67.3%, and Sucker Punch does 68 - 80.1%. That means, if Typhlosion tries to switch in in ANY move, it will get 2HKOed (In the best case scenario for Typhlosion, Iron Head does the minimun (50%) and the Mawile uses Sucker Punch to finish the job.
And even if Typhlosion got a free switch, or it was already in, it can't beat Mega Mawile 1v1. If Mega Mawile uses Sucker Punch turn 1, Typhlosion will be low enough so Eruption does 48.1 - 57.4%, while Flamethrower does 89.1 - 105.6%. And since a counter should always win even with the lowest of rolls, Mega Mawile survives and KOes with another Sucker Punch.
In this case, TYPHLOSION IS NEITHER A CHECK, NOR A COUNTER TO MEGA MAWILE
As a side note, keep in mind that,
Pokémon do not counter other Pokémon, but rather, Pokémon sets counter other Pokémon sets.
For example, if Kyurem Black is running a set without Iron Head, Physically Defensive Clefable is a counter, while, if Kyurem Black is carrying Iron Head over, lets say, Focus Blast, Clefable is no longer a counter, but, Ferrothorn is a counter.
Rules:
All the counters must follow the following rules and be in the following scenario:
- Both Pokémon will always be at full HP and without any type of status.
- The "Counter" Pokémon will always get the lowest damage roll possible, while the countered will always get the maximum damage roll possible.
- The items Focus Sash, Focus Band, Brigth Powder and Quick Claw are banned.
- Swagger is banned
- Moody is banned
- Sturdy won't work
- Any Pokémon from the "Ubers" list is banned
- If a Pokémon is a Mega Evolution, it will be Mega evolved before hand.
- There will be no hazards in the field
In regards to hax:
- Every move with an accuracy equal or over 70% will always hit
- Every move with under 70% accuracy will always miss (unless one of the Pokémon has the ability No Guard)
- Critical hits will only happen if the user has a critical hit ratio equal to 100%
- If a move has a secondary effect with a chance of happening lower than 30%, it will never happen
- If a move has a secondary effect with a chance of happening between 30-59%, it will happen once every 3 turns (Turn 1 doesn't happen, Turn 2 doesn't happen, Turn 3 happens, Turn 4 doesn't)
- If a move has a secondary effect with a chance of happening between 60-89%, it will happen once every 2 turns (Turn 1 doesn't happen, Turn 2 happens, Turn 3 doesn't happen, Turn 4 doesn't happen)
- Paralisis will only occur once every 3 turns
- Confusion will only occur once every 2 turns
- Sleep only takes two turns (just like rest)
- The "Counter" Pokémon will always get the lowest damage roll possible, while the countered will always get the maximum damage roll possible.
