Countries Role Playing

I was thinking of creating a Role Playing Game which would be about rival tribals and countries. For example, each country would have one Prime Minister/President and some Ministers/Secretaries. They would represent their members/citizens. Of course, there would also be some wars between two or more countries where many members could participate in. Every member would choose his/her professional. For example, someone could become a Military Officer or someone else could get involved in Politics.
What's your opinion about my idea? Do you feel that people would like to participate in such an exciting RPG?

I'm not too sure on what the conflicts between the countries could be, but it looks interesting, never saw an RP like this before. I would participate, sounds like fun!
