I'll go with the flow and say Nowi. Upon the recommendation of a friend, I paired her up with Lon'qu. She ended up making him play house during their support conversations. They even went as far as spying on villagers to see how normal couples behave.

I don't think anyone can compete with Cynthia but my choices are limited since I've only played Awakening :
