Deregistering a console via desktop and game sharing question

So I heard you can only deregister a Nintendo Switch console from being the primary console once a year through the Nintendo Account website via desktop. I'm not sure if this is new or not.

I have some questions.

1. Is it only once a year if you deregister the console through the Nintendo Account via desktop website? Or can you deregister a console whenever you want through the console itself?
2. Is the "once a year" part new or was it always like this?

There's no limit if it's done on the console as far as I have seen. It's once a year for the web based method.
And i'm pretty sure the once a year method was always there but i'm not entirely sure.
