Does Anyone Know Where and when Diamond dust appears?

I know that in Gen 5, it appears in Iccirus City on December 31st but what about the other generations?

Very interesting Easter egg. It happens in Snowpoint City, Mt. Silver on October 10th, Iccirus City, and the path leading to the Frost Cavern on your birthday (unless it's a coincidence and it's only the one Youtuber's birthday).
 
What is Diamond dust, anyways? Is it a special type of weather that only activates on a special day? If yes, then I haven't ever seen it.
