Digital games availability with multiple users

I have a question regarding Wii U and digital games.

When you have multiple users on the console, are the digital games on the console available for everyone or just the NNID who bought them?

i am pretty sure if you download it on the system or sd card all of the systems users will be able to play the game on any NNID.

Ok, so if I buy a used Wii U with games on it, I'll be able to play with the games with my own NNID, as long as I don't wipe the console (since I won't be able to download them again).

even if you delete the games that you bought you can re-download them for free.

You didn't understand what I meant. Only the NNID that bought the game can re-download the game. So if I wipe the console, I won't have access to the previous NNID (used console) to re-download it

oh no but if you were to re-download it on the NNID that bought it you could play it on any NNID.
