Support Needed Downgrade 3DS?

I've seen people downgrade their 3DS from 9.2 to 4.5, and I was wondering if you can downgrade 9.5-23 to 9.5-22?
 
I think it's almost certain that can't be done except by illegal methods, since the firmware is saved to the system memory.

Exactly, and it's really not easy even then. My best tip; but a new old console. It should come with a old firmware.
 
You'll have to buy a new older system if you want a previous version. Unless you hack or something
 
I'm afraid that it is really not possible to downgrade your 3ds to lower firmwares due to Nintendo not wanting people to use flashcards . It may be done if one hacks the firmware but doing so can damage your system . Too bad you can't downgrade it by resetting your 3ds which I thought of , but can't because the update is always and forever with your 3ds. Some people might be selling old 3ds' with old firmwares

Why would one downgrade to 4.5 ? There's nothing there aside illegality, exploits, and hacks.
So, no, first, you can't do it, and second, I won't, and nobody here's going to help you downgrade your console to 4.5 FW for the purpose of hacks/piracy.

And in any case: any downgrade is bad anyway. Forcing the console to do that is not only risky (high chance of bricking it), but as @Spinnerweb said, it's illegal/Nintendo doesn't want you to do that.

Edit: Also, even downgrading to 9.5.0-22 is impossible.
So, that's why people using stuff like Region3 wait for "official" changelogs (listing what's updated) before doing or not the update.
