Haha ! Vehicule schools in GTA, I remember those 
Yeah, it is beatable, but it is really hard. Same for the car driving lessons where you have to do barrel rolls then stop between cones without hitting them and before time runs out or something -.-
It was a long time ago I played that though, so I can't really help you... But maybe you could watch videos on Youtube and see how people manage to get through all the circles ? I remember I had a hard time going through some of them due to my plane losing "grip" and falling while facing upwards ("décrochage" in French, not sure how you call that in English).
