You can't IV train, they both have intimidate which is decent in competitive but moxie is preferred by almost everyone and its exp bar is empty which mean you are either extrememly lucky leveling it up to exact exp points, you caught it or you used a rare candy. To me they look like they were just caught with a super rod and raffled immediately. Also... those natures aren't very good.
