only if you are lucky to find him when you get to use the fly ability with latios/latias you will see lislands not on the map or things in the sky those have legendarys in one of thoose lugia will appear
 
...you can't. you can only get it if you have Alpha sapphire. go to serebii.net. Seriously. Unless you trade. IN Omega you get Ho-oh
