how do I make a banner?

I am almost positive I have this in the right place but I just made a shop and I want to make a sho p banner so if anyone can please help me and tell me how to make one and if I have this in the wrong place please tell me thanks.
 
You use a design program, such as Photoshop, GIMP, or Sumopaint and create backgrounds using brushes and add text afterward.

You can also search Google for beginner step-by-step tutorials. They're worth checking out, if you're new to graphic designing. :3

GIMP is best to use if you're on a tight budget.
 
Ok thanks a lot I am new and how I can mAke it is limited options because I use a kindle fire so I use pixart app and a painting app to make it.
