How to change your town flag in New Leaf?

The first time I saw someone change their town flag in New Leaf was when I visited @Onett's town (long time ago). I may not change my town's flag anytime soon, but I'll like to know how I can do it,

I'm searched on Internet.

All I found is:
"At the Town Hall. On day 2 and on. You can't change it on your first day."

But I don't found the method.

Talk to Isabelle at the front counter in the mayor's office. You should be able to change it.

Yeah, like the others said, talk to Isabelle in the Town Hall.

If you talk to her while she is in the from counter and (not on the chair) one of the options is to change the Town Flag. Just make sure you have the new design ready.
