How to get the Starter:
You go under Mystery Gift in OR/AS> Receive gift > !AT THIS POINT YOU NEED A INTERNET CONNECTION! > Received via serial code > Now you type the code in :
Serperior(POKEMON497)
Emboar (POKEMON500)
Samurott (POKEMON503)
Voila
Now you have you own 5th Gen Starters
 
Um, I haven't played ORAS, but I'm pretty sure you can get one of the Unova starters after the Delta Episode from Professor Birch too. Although the event ones do have their HAs, so I guess the event ones can help for breeding better maybe.
 
They are all LEvel 50 with a special Ability
 
It's pretty cool how they all have Hold Back because it makes catching legendaries MUCH easier. I'm training Samurott so I can use Hold Back to bring straight to 1 HP then using a sleep-inducing move to maximize the catch rate. That's how I caught Palkia.

Oh okay, I saw loads of people on Youtube getting the Unova starter doing that, plus on Serebii it clearly states that, so I'm pretty sure you can get the Unova one after beating the Elite 4 again or something like that. I don't have ORAS though so I can't be certain.
