How to prevent garbage buildup in Tetris 99?

There must be some way to prevent the garbage buildup in Tetris 99. There is a "watch out" warning from time to time. This is the key to me coming out in 1st place, so how do I prevent it? ;~;

For a second I thought no Marc get gud scrub but after some research here's what I got.

Just by clearing lines before it appears. It shows up as bars on the left before it happens. Also if you are closer to first you are more likely to get targeted anyway.

Lines? Or making lines from blocks? How would I target other players?

Like horizontal lines (a.k.a. not vertical) so clearing blocks out when the blocks on the left side are still there and then they disappear. Target other players with the right joystick based on certain conditions or use the left joystick to target specific players if you can even see their screens but odd are it might not be useful until you're closer to the end.
