It's really simple 
When you start the game just choose "Mystery Gift" Option below your saved game. Then choose "Receive Gift" and finally choose "Receive via Internet" (Depends on how the event Pokemon is being distributed). The current Event Torchic can be received by this method.
oh, sorry forgot to add this. You can then receive your Mystery Gift from a Delivery girl in any Pokemon Center. That's how you'll get the Pokemon in your game.
