does anyone know how I can get my hr level up. What do they even do!
 
You get higher levels through the Gathering Hall. They let you access harder quests.
 
First levels are acquired through by completing urgent quests, which are available after you complete certain "key quests" (lists can be found, for example, from monster hunter wiki). After completing that one quest (can't remeber what it was), all points you've accumulated will raise your hunter rank to corresponding level.

You rank up in the g-hall by completing specific quests, called key quests, as stated above by KalTurahk. These key quests unlock urgent quests, and once you complete those urgent quests, you rank up. the whole point of ranking up in the G-hall is because its faster, you can play online and ppl will help you, and you unlock weapons and armor faster than you would in solo, meaning in the time it takes you to unlock your first rarity 10 armor is G-hall(online) it will take you twice as long to unlock it in solo, not to mention there are some pretty horrible quests you have to do to get certain monsters in solo, such as egg- delivery. In online low rank you only have to do about 6 quests per rank to get the urgent, then high rank about 12 per rank to get the urgent.
