Most DragonBall fighting games are just flashy gimmicks with a 1-button destroy the world beam combos and all that. These games focus on being flashy and loud instead of focusing on the actual fighting aspect of the game. However, I found Hyper DragonBall Z recently (I'm a big fighting game fan) and I have to say it's definitely one of the best fighting games I've played, reminds me of old-school Street Fighter and KoF games.
Hyper DBZ filters out all the flashy gimmicks and focuses on the core fighting elements in the gameplay. Also, it's a fan-made MUEN-based game. Normally, MUGEN games are a giant unbalanced pile of horsesh*t. but this one feels like it was developed by a big studio. It's even better than some of the big-budget fighting games out there. If you are a fighting game fan or even a DragonBall Z fan then definitely check this game out.
