I need some help with setting up Permissions in Minecraft (and my server spawn)

I'm running a Minecraft server, but am TERRIBLE at writing PermissionsEX code. Is there anyone who would be willing to help me set up a PermissionsEX file? I know this belongs on the MC forums, but who knows how long it would take for someone there to help.

EDIT: I also need help making the spawnpoint. I am hoping for a train station as the building, with portals around it.
