Image editing needed (transparent and re-sizing)

Could someone make the background of this image transparent in a way it doesn't feel like the cat is lagging when moving and re-size it to 15 x 15 pixels please? Will pay 20 PC.

On the unresized one yeah, there are some missing pixels on the bottom, for some reason.
On the resized one, well, it's resized so I don't see anything anyway, I can't tell

Fixed it. But as I said, even if it wasn't fixed on the resized version, I wouldn't be able to tell.

What kind of resizing algorithm do you use to have that result ? Because mine looks like it's just sampling without thinking while looks like some sort of smoother average.
I tried cubic too but I don't see the difference -.-
