So I got a iphone for Christmas and now I can't turn on wifiI'm stuck on this page it doesn't respond when I press the wifi button any suggestions?

Try restarting the phone by holding the lock and home button together long enough till the apple logo appears. It's odd that a brand new iPhone 4s would lag once it was used. I don't blame you my phone lags allot and it sometimes does weird things like restarting by itself and sometime the screen fades to a dark shade then restarts which is acceptable since I had it for about 5ish years and I'm more than ready to get me a new phone.

I didn't get my iPhone in its factory box so I don't think it's completely new for future reference

Oh well still it shouldn't be that lagish but don't worry it's probably a temporary issue with ur phone that'll stop eventually.
