Though it's not a "game maker", you could try AppInventor for Android:

It's free, and it's easy to program Android applications with it. We use it at the school where I am to teach us the bases of programming.

if you want to make a huge game than you can get unity it is free but takes a lot of time to make a game ( there are even some wiiu games made with it)

No, making games for Android with Unity is not free at all (~600$ the module)! and it would require the user to learn C#/JavaScript/Boo.

Without wanting to be evil or something and counter your argument for the 2nd time (please, don't be mad at me!), this is a very early beta, and might not be suitable to be used as a game-maker right now. And as you said, it's iOS-only...

I saw game salad but I need something else to use it:my android is very old/cheap

There is an app called game creator it is 2 dollars but there is also a demo you can make your own sprites music characters blocks enemies everything

just learn python and java you'll get there and its worth learning because its a skill set that is very useful for getting a job
