Is there any way to purchase DLC codes outside of the eShop?

I know it is possible to purchase the Map Pack 1 outside of the eShop, but I'd like to know if there's a webpage that allows me to purchase a single DLC (via PayPal).

Long story short: I have like $3 or something on my PayPal account, and I want to spend them on a Fire Emblem DLC if possible.
