1) This is still going on, you can begin right now if you want
2)Just dive right in and challenge a gym leader in one of their forums
3)To challenge the Gyms you need to pay 3 PC.
By the way IGN means in game name so if a gym asks for your IGN they mean in game name.
I highly recommend that you learn to be a competitive Pokemon battler if you are not already and breed your Pokemon for perfect IVs because these Gym Leaders are not easy.
