It isn't necessarily. It can hatch shiny. But not in the game the Manaphy's egg is received, in that case it is shiny locked. You have to receive it from Ranger and trade the egg to another game in order to have a chance of shininess.
This is rng'able, but this Manaphy is most likely hacked
