Why must Mario Kart 8 be only for WiiU? I cannot get a Wii U anytime soon and I only have a 3DS. Will there be a demo for 3DS?

There have been a couple of threads that cover this already such as this one. There will be no demo and it'll only be available for Wii U. 3DS already has Mario Kart 7 and each console only gets 1 Mario Kart game.
