Well, in summary, Whitney's Miltank knows Rollout, a Rock-type move that are stronger every turn, so Cyndaquil, being Fire-type, might be at huge disadvantage unless their trainers have other strong 'mons for backup.

Yeah, what the other two said. People just use their starter Pokémon and nothing else.

HGSS did make this a bit more difficult by making Ghost types (a type that couldn't previously be affected by Milktank) affected by giving it the ability Scrappy, making its other moves hittable.
