Depends on your metagame.
VGC 2016 I'd run:
Earthquake,
Protect,
Heavy Slam/Iron Head
Rock Slide
If you're running a Smogon OU:
Stealth Rocks
Thunder Wave
Earthquake
Heavy Slam/Iron Head
Really, it depends on if you have a partner with speed control or not. As the VGC Meta moves faster than Smogon, and double-targeting is a thing, Protect is almost a staple for VGC, although you can make do with the Smogon moveset in that meta as well.
