I have been looking to try a noivern out on my team and wasnlooking for some advice on a moveset and item. For moves right now I am thinking of:

Boomburst
Dragon Pulse
Flamethrower
Roost

Still can't decide which item would be best. thanks for the help!
 
This is one I really enjoy using :

Noivern @ Choice Specs
Nature: Timid (you're faster than Greninja)
Ability: Infiltrator (single battle)
Moves :
- Switcheroo (to cripple sword dance, dragon dance and similar move users)
- Flamethrower (for those pesky steel-type 'mons)
- Dragon Pulse (stab + best SP ATK dragon move it can learn)
- Hurricane / Air Slash (hurricane if you think you're a lucky guy to hit the target and air slash if you need that accuracy)

Boomburst hits hard with its 140 base power, but it lacks stab, unfortunately. Noivern also lacks good DEF and SP DEF stats (especially when uninvested with EVs), therefore I wouldn't give it roost.
 
Noivern @ Life Orb
Ability: Infiltrator
EVs: 6 Def / 252 SpA / 252 Spe
Timid Nature
- Draco Meteor
- Flamethrower
- Hurricane/Air Slash
- Roost

This Noivern set runs Life Orb so it can freely switch up moves, Draco Meteor for STAB, Flamethrower for coverage against Steel types, Hurricane/Air Slash for STAB and Roost to offset Life Orb and Stealth Rock damage.

Noivern @ Leftovers
Ability : Infiltrator
EVs: 8 Def/248 Hp/ 252 Spe
Timid Nature
- Super Fang
- Taunt
- Roost
- Air Slash

This Noivern set gives it a role as a stallbreaker, we have Leftovers so we gain back as much Hp as possible and Infiltrator so we can get pass Substitutes. For our EV spread we have 248 Hp EVs which gives us as much bulk as possible while giving us an odd Hp number so we can come in on Stealth Rocks and only take 24% instead of 25% and allow to switch in a total of 4 times, the rest of the spread is obvious, 252 Spe to take advantage of Noivern's base 123 Speed stat and 8 in Def, it really doesn't matter where the last 8 EVs go. For the moveset we have Super Fang which cuts the opponent's Hp by half each time you use it, Taunt to prevent recovery, status, etc, Roost for recovery and Air Slash for STAB. This moveset works really well with entry hazards such as Spikes and Toxic Spikes and helps it weaken walls like Blissey and Chesnaught, Air Slash also benefits from paralysis support so you can get off some paraflinches.
 
Noivern @ Focus Sash
Ability: Frisk
EVs: 72 HP / 184 SpA / 252 Spe
Nature: Timid
- Dragon Pulse
- Air Slash
- U-Turn
- Taunt
This Noivern set should solely be used as the role of a lead. I have Focus Sash on this set mainly so it could safely lead. The ability Frisk is used to scout the enemy's Pokemon item. I have the EVs organized by 72 HP / 184 SpA / and 252 Spe. The HP and Speed EVs help Noivern's ability to lead. Sp. Attack EVs are a filler for the offensive moves. The nature of this Noivern is Timid, so it can have a Speed boost to quickly scout. Dragon Pulse and Air Slash should really only be used as the offensive STAB moves. U-Turn and Taunt are the main lead moves, with U-Turn being used to scout the enemy team, and Taunt being used to prevent the enemy to set up moves such as boosts, entry-hazards, and more.
 
I would say Boomburst, Draco Meteor, Hurricane and U-turn. Let it hold a choice specs for the extra power since it is already a weak pokemon. the first three moves are the power house since it has a minor sp.atk stat. u-turn is for scouting your opponent or if you are at a disadvantage against your opponent but still want to do some damage AND retreating.

- Draco Meteor STAB move and covers Latios/Latias after stealth rock
- Flamethrower Steel types like Ferrothorn
- Hurricane Secondary STAB but slightly risky
- Taunt Stops recoverary and status
