ORAS: Does Groudon and Kyogre's Primal Reversion count as a Mega Evolution?

I've considered this for a while but I'm not sure if the ORAS legendary duo's primal reversion counts as a mega. In game it says "Primal Reversion" not "Mega Evolution" but are they the same thing? Tell me what you think.
 
They aren't the same. Normally in battles you can only mega evolve one pokemon. But in ORAS, you can Primal Reverse Kyogre/Groudon and still Mega evolve another pokemon. It's fun to have triple battles were both primal groudon and primal kyogre are out and having a mega rayquaza in between. Also Primal Reversion happens right when you send out the Kyogre/Groudon instead of when you want it to, unlike Mega Evolution
 
@np2016, I totally agree. I took that information into account as well, but I also had to consider that in ORAS, they do call it an "older version" of mega evolving (or something along those lines). Perhaps this is a debate that can never be answered.
