He would be the same as melee, but a couple of tweaks.
1. His Final Smash would be Volt Tackle. It would do 10 damage to Pichu, but it would be more rough than Pikachu's Final Smash.
2. He has grown a little, so when he attacks he takes less damage.
Do you like my idea?

I still like the damage himself style so if they do that his moves would do much more damage and then just say he's holding a Life Orb because Pichu is already pretty fast and small.
 
Actually, there's a theory saying the Smash Bros Pikachu in Brawl in the Pichu in Melee but evolved. I don't know what happened to the previous Pikachu.

It probably died out and the Pichu that evolved had a son.
 
Are you referring to Brawl Pikachu that was Melee Pichu? And that Pikachu mated with another Pikachu and had a Pichu which then evolved into Smash 4 Pikachu?

Pikachu from 64 and Melee died out and Pichu evolved into Pikachu in Brawl and Smash 4 and in that time that new Pikachu had a son. Pichu reaches maturity!

Well let's take a look at the skins.

Clearly goggles Pichu evolved and appears in Brawl/Smash 4. All the earlier colored Pikachus were replaced with more reasonable headgear to fit Pokemon Trainers of each generation but there is a returning Blue Party Hat Pikachu from 64 and Melee. My theory is the Party Hat Pikachu posse had three Pichus with similar colored scarfs for the sake of them being the same color. Goggles Pichu grew up. Red Hat Pikachu is Red's Pikachu. Ethan's Hat Pikachu is Ethan's Pikachu. Brendan's Pikachu is the one with the Green Headband. Xavier's Pikachu has the one with his hat on it. The only way I could make any sense out of this is Jigglypuff and Pikachu actually crossdressed/had a Trainer of the opposite gender and Pikachu is the female and Jigglypuff is the male for the sake of getting a Pichu as a result. And this can be explained because Jigglypuff and Pikachu are in the same Fairy Egg Group.

Now here's my reasons why Pichu is returning
  • The existence of Ethan's Pikachu and Pichu was introduced in Gen 2
  • The return of Blue Party Hat Pikachu
  • The return of Jigglypuff with a Bow
  • The excellent idea of more risk = more reward by having electric based moves hurt Pichu.
So those two are Pichu's parents. As for your last question I'd say they are all female but that would debunk my theory.

Great. But now, I wonder. Is Sm4sh Charizard Red's Charizard or a random wild Charizard? And is Smash Lucario Sir Aaron's, Riley's, or a wild Lucario?

I think it's Sir Aarons because in Brawl it talks like in the movie. He says something about aura when he uses his smash.

@ThePokeChamp100 I would love to see a pichu come back and see him and use him in a brawl or a fight for glory.

Pich lol. Wow I would not like to see here in this game for many reasons. 1st she was horrible. 2nd we dont need another pokemon character in this game. 3 she was a waste of a perfect character slot because pickachu was already in super smash bros melee

I agree that Pichu was not an incredibly useful player. But there are favorable chances, considering it's been stated that there won't be another Smash until a long long time, if ever. It would make sense for Nintendo to bring back the older players, since Nintendo already brought Lucas, who isn't very different from Ness. People love the nostalgia!
