Yes, they did it.
As you might expect if you followed recent Nintendo new, it's made by DeNA, a popular mobage (mobile gaming) company in Japan. And the game features both the same weaknesses and advantages as the 3DS version. However, don't ask for cross-platform saves, as I doubt it'll ever happen.
In any case, for now, it's out in Japan. I doubt EU/NA users can get it through Play Store (because Google learnt from Ninty and decided to also set up region locking on Android's Play Store-- oh wait, it's the same for iOS's App Store) though.
