Splitting this post into its own thread.

I think you meant "thread/topic". All that you have to do is go to the forum (eg. Pokemon, Animal Crossing, etc), find a button with the text "Post New Thread" located at the top-right corner of the page and click it.

Just make a search before creating a new thread/topic.
