I didn't know where to post this so I'm posting it here. If you could kindly tell me what forum to post it in I would gladly do that, but I do have some questions

1) How do you use the dexnav to chain shiny pokemon?
2) What is a living pokedx?
3) Is it true that if you pass a passerby with the Eon Ticket you can get it to if it's somone from another region?
4) Is there a way to hack OR and AS so I can keep an eye out for hacked pokemon?
 
I am quite sure that you are supposed to post your questions/discussions in the Pokemon Universe forum section, since your questions/discussions are Pokemon-related.

Well, to answer No. 4: Yes. Pokemon ORAS and XY is very hackable. Hacked shinies, hacked IVs, hacked natures, you name it.

A living pokedex is basically having every single Pokemon in some sort of storage place (eg. Poke Bank).
3) Is it true that if you pass a passerby with the Eon Ticket you can get it to if it's somone from another region?
Maybe @D4rkDragon can answer that one since I don't have ORAS.

Normally, yes. I haven't got the Eon Ticket since my HomePass config got messed up again (and 9.4.0 firmware adds insult to the injury again), so I can't tell, but I think it'll work.

Check for the blue pentagon, and ask the seller (if you're buying a Poké), if it's under his/her OT/ID if the Pokémon is shiny.
Also ask if (s)he used a PowerSave, or a CyberGadget (Japanese PowerSave) if (s)he has a Japanese 3DS.
