You mean the Dream Suite, right? After seven days have passed, go to the town hall and talk to Isabelle if she's sleeping. After, you should see it as an option to build in the public work projects. I don't think it's cheap (Bells).

QR codes. I haven't tried to get any yet though =/

I think she appears randomly once per week (but she doesn't show up every week).

I don't use Streetpass, but if you're looking for an item, you can always trade for it with a member here.

You can make one yourself by drawing a design then place it on ground.
Alternatively, use QR code, but it will be after some times that you can use it.

The fortune teller comes and go at random. If you see a fortune teller-looking house, go inside and you will meet her.

You need to streetpass people several time (and it has to be the same person).
I believe you can get party poppers from some events such as the new year.

6. is it possible to make two viligers love each other how
I don't know how but they seems to fall in love with each other (some even say they are kissing!)

For the villager love thing....
each villager has a different type, so you cant make them fall in love but these types do lots of things.

For example, they can determine who they hang out with.

But probably the most important feature of the villager types is that they can can request new items for your town.
