The team I'm creating has most of it's main weaknesses covered a strategy that so far, seems to be very effective, however I have run into a problem, which is that I need an efficient way to deal with Flying types. So obviously I chose Electric type, however, I can't decide which of the following two to use. So I would appreciate advice.

Raichu
Max Speed and SpA Ev training
Item: Focus Sash or Wise Glasses
Moves:
Electro Ball
Thunder
Agility
Focus Blast

Electrivire
Max Att Ev training (The other possible Ev points would be divided between Def and SpD)
Item: Muscle Band
Moves:
Ice Punch
Thunderpunch
Ion Deluge
Giga Impact

I meant to say "and a strategy" XD

Raichu

What is your team currently like? And what format?

Also for Raichu this could be a better set:
Raichu @Choice Specs
Ability: Lightning Rod
Timid Nature
-Thunderbolt
-Focus Blast
-Volt Switch
-Grass Knot

I think Raichu is a good choice:)

I suggest Electivire between the two, but as np2016 suggests, any suggestion could be far more efficient if we had some information on your team. For Electivire, however, I would strongly suggest changing his ev spread to something more like this for better neutral utility (as I don't have information on your team) and dropping Ion Deluge and Giga Impact. I would also suggest Shell Bell or Life Orb over Muscle Band.

EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature

Alright I'll take that into consideration and my team so far consists of:

>Mawile (Asmodeus)
Max Att EVs and split Hp, Def and SpD EVs

Nature:
Hasty

Item:
Muscle Band

Moves:
Rest
Sleep Talk
Swords Dance
Play Rough

>Lucario
Max SpA and Speed EVs

Nature: Timid

Item:
None

Moves:
Nasty Plot
Aura Sphere
Flash Cannon
Vacuum Wave

>Snorlax
Max Att EVs and split Hp and Def EVs

Nature:
Lonely

Item:
None

Moves:
Rest
Sleep Talk
Body Slam
Retaliate

>Mega-Gallade
Max Att and Speed EVs

Nature: Naughty

Item:
Galladite

Moves:
Psycho Cut
Poison Jab
Slash
Brick Break

I'm going to be honest with you... your team is quite bad, your selection of Pokemon doesn't have synergy at all, and some of your Pokemon are just outclassed by other ones, and the sets could be better

Anyways, I will try to make yor team better without changin any of your Pokémon (I will put a suggestion of a better Pokémon to use in that situation below the set)

Mawile @ Life Orb
Ability: Sheer Force
EVs: 248 HP / 252 Atk / 8 SpD
Adamant Nature
- Iron Head
- Play Rough
- Sucker Punch/Fire Fang
- Swords Dance/Fire Fang

RestTalk is good in some Pokémon, but Mawile is not one of them
LO Sheer Force is MUCH better

Jirachi @ Choice Scarf
Ability: Serene Grace
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Iron Head
- U-turn
- Fire Punch
- Ice Punch/Healing Wish

Metagross @ Assault Vest
Ability: Clear Body
EVs: 252 HP / 160 Atk / 96 SpD
Adamant Nature
- Pursuit
- Meteor Mash
- Bullet Punch
- Earthquake

Metagross @ Choice Band
EVs: 164 HP / 252 Atk / 92 Spe
Adamant Nature
- Meteor Mash
- Bullet Punch
- Hammer Arm
- Zen Headbutt

Scizor @ Life Orb
Ability: Technician
EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature
- Swords Dance
- Bullet Punch
- Superpower
- Bug Bite

Lucario @ Life Orb/Air Balloon/Focus Sash
Ability: Inner Focus
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Aura Sphere
- Flash Cannon
- Dark Pulse/Vacuum Wave
- Nasty Plot

Your set is ok, but sometimes I would preffer to use Dark Pulse, sometimes is much better
Also, always run an item

Actually, Lucario is Ok
Mega could be better tho

Snorlax @ Leftovers
Ability: Thick Fat
EVs: 144 HP / 188 Def / 176 SpD
Careful Nature
- Curse
- Body Slam
- Rest
- Sleep Talk

Now THIS is a RestTalker

Snorlax is good enough, but if you want a max attacker, use this

Diggersby @ Life Orb
Ability: Huge Power
EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature
- Return
- Earthquake
- Quick Attack
- Swords Dance

Gallade @ Galladite
Ability: Justified
EVs: 4 HP / 252 Atk / 252 Spe
Jolly Nature
- Swords Dance
- Close Combat
- Ice Punch
- Knock Off

Don't use Slash EVER, not even in normal Pokémon...

Medicham is stronger, but slower, using one or the other is ussualy personal prefference

Medicham @ Medichamite
Ability: Pure Power
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- High Jump Kick
- Zen Headbutt
- Fake Out
- Ice Punch

About using Raichu or Electivire, the answer is:

Neither

There are much better Electric type Pokemon

Raikou
Thundurus-I
Thundurus-T
Zapdos
Mega Manetric
Magnezone
Mega Ampharos
Heliolisk
Galvantula

Rotom-W
