Should Cloyster be in OU?

With this moveset:
Cloyster @ White Herb
Ability: Skill Link
EVs: 252 Atk / 4 SpA / 252 Spe
Jolly Nature
- Shell Smash
- Icicle Spear
- Explosion
- Hydro Pump
It can do major damage and you could even replace the white herb use a Life Orb or Focus Sash but it might survive a special attack hit who know I will use a damage calculator later to see if I should use white herb or not.

Cloyster is a Water/Ice type, which means it has horrible defensive typing, and its not really a huge threat in OU as it has quite a number of checks/counters and it has little opportunity to set up, I don't see Cloyster rising up from UU any time soon.

Cloyster isn't that bad. True with a well balanced team Cloyster could be easily deafeated. But some people don't expect a Cloyster playing in OU and could easily be caught off guard. Skill Link+Icicle Spear=OHKO or 2OHKO to most Pokemon if with focus sash.
