Stuck in Lumiose City (Pokemon X)

Hello. I'm stuck in Lumiose City and would like to ask for help. :(

I've done all the power-station stuff - I went to the Kalos Power Plant and did all the battling and basically conquered it. Then I was told that I could take a shortcut to Lumiose city, but I was unable to find it in that desert area so I took the long way around and went all the way back to Southern Lumiose City by the way I'd come before. However, now that I'm in the city, I still get told by workers, "I am Gandalf blackout and you shall not pass!" even though I restored the power - I beat Team Flare up for heaven's sake!
This is really frustrating because I want to finish the story mode before beginning to battle online, so it would be great if someone could help me. Is the only solution for me to go all the way back to the area near Kalos Power Plant and then look for the shortcut which is the only way to progress the story?
 
I've done all that already as I explained in the spoiler tag. I want to know if I'll have to go all the way back to find the shortcut from the badlands to Lumiose because I think I have to go to the northern part of it, but I'm in the southern part at the moment.

You have to find a way to the Northern Lumiose city which is somewhere near the power-plant. Going from Southern Lumiose city won't help you because it will still show the "Blackout".

Here's a part of the walk-through that might be useful. via Thonky
Go back to the small room in the Power Plant. Talk to the worker near the entrance to receive TM43 Flame Charge. Talk to the female researcher to get a Magnet. Talk to the guy in the black suit to buy Fresh Water. Now that you restored the power, he sells them for 100 Pokédollars each.

Now leave the Power Plant and go east, then south. After you go down the stairs, you encounter a really tall, white-haired guy who mumbles something about a flower Pokémon that has eternal life. Then he walks south.

Before going to Lumiose City, go east. There is a rock that you can break with Rock Smash. After you break it, use the Dowsing Machine to find Stardust to the south.

Go east and break the rock, then go south to find a Rare Candy.

Now go to the west again, and go south to reach the northern part of Lumiose City.
