Did you build it for your town? Have you ever been down there? According to one of the wikis it's open on a night after it rains, I assume probably after 9 PM but idk. I went down there once earlier and got no benefit, but I think you sometimes can get furniture if I've heard correctly...?
 
I tried to build the Surveillance Center, but I gave up since getting the money for it proved to be a struggle. Only got up to about 150,000 bells. According to research, you're right about the night after it rains, but prior to 6am of the following day. Also, going down there may lead them to giving you their Pictures after several visits.
 
I forgot not everyone time travels :p PWP are a hell of a lot easier that way but technically it's "cheating" according to some people >_>

I didn't want to build it because Resetti used to scare the crap out of me, but Isabelle kept telling me the citizens wanted more Public Works Projects (and then i later found out it doesn't count towards your total >_>)
 
Didn't know time travel could help with those Projects, but now that I think about it, it makes a lot of sense! Although, I no longer time travel, since doing that costed me a valuable villager by accident, and I'm not willing to go through that again X.X

Resetti kinda scared me too, I much preferred Isabelle to tell me that my game wasn't saved.
 
When I time travel I don't go through long periods of time. I go to one day (and usually set the time somewhere in the afternoon unless I'm specifically looking to do something early morning or night), do everything I need to do, log off, then set the clock one day ahead, repeat. If you just go day by day you can prevent villagers from moving out, still keep your town nice, and yet get a whole lot more done ^_^

I've built the surveillance center.
It is true that you can only go in on a clear day if it rained yesterday.
On the first time, you wont get anything.
You will have to go in there 6 times to start getting things.
Once you went in there 6 time, you will be able to get Don and Resetti's pictures.

I have built it in my town i think it was one of my first PWP's i have gone down there a couple of times. I have goten: yelled at,told not to come down, and don's pic :). i think you can get both of the reseties pics but i have not got the other one yet.
 
I have not decided to put the center in my main town because there is no area that seems good for it. But in my second town I'm definitely going to be placing it their because I'm collecting every single picture in the game and I'm going to need Resettis Picture and Dons Picture.
 
I started to build it a few days ago, but its price is making it take forever to be completed. I do want Resetti and Dons' pictures though because I would like to start a collection of villager pictures.
