Its not champions road, thats the wii u version. The 3ds has no name. Yeah, some steps like getting all the gold flags should be fairly easy. Also, you are supposed to get medals, not stars. They usally appear on blocks or high up in the air to confuse you.

Is really simple to get 100% in Super Mario 3D Land, here's how you do it:
.Get all the stars
.Get to the top of the goal with Mario and Luigi
.Unlock Luigi after beating Special World 1 Castle
.Beat the entire game with Mario and Luigi
.In the last special world, you will see a stage with a golden flag, enter it and complete the level one last time with Mario and Luigi.
.Congrats you beat the game 100%! You are a Super Player

This can be beaten easily if you know what to do, always keep items like fire flower or an extra tanooki leaf so that you can find those stars in each stage faster and try not get hit a lot, especially on a goomba (is always embarrassing to get hit by it and is random too).

I wanted to 100% this game a long time ago but I just beat the game and lost it and never did the thing where you could unlock luigi after saving him. I feel bad about losing my 3d land copy, because luigi is one of my favirote characters in the entire mario series. R.I.P mario 3d land copy I really want to play you

All the steps were already given, but I'd like to note that you can also get a sparkly profile. I think you have to beat every level without dying more than 10 times, or basically, not getting the invincible Tanooki suit. And although you can get all the star coins in the game, there are many StreetPass and SpotPass Mystery Boxes containing 1-2 star coins. So basically, StreetPass becomes the main part of the game after you beat it.
