Toxicroak IMO hasn't been good in paper but its an awesome poke in a rain team!
With Dry Skin, you gain HP every time you get hit by water attacks and Rain!
Though its defense is as brittle as a wet paper towel, he's a force to be reckoned with when he's facing obvious water types! He can switch in at water attacks and can smack Azumarill in the face with a Poison Jab!

It's usefulness can be seen when its in DOUBLES! Send out a Politoad and Toxicroak, you can have a Team that win with water! Spamming SURF from Politoad never sounded better with Dry Skin! Toxicroak can Fake Out Dangerous Pokes and Polly can do the rest with the hitting! In mid game, when you predict protects, Substitute with Toxicroak and Spam SURF! Toxicroak gains HP + Black Sludge then Drain Punch behind Subs to support Polly!
